One nation, one mobile number facility by March 31


 
The Telecom Commission finally accepted Telecom Regulatory Authority of India's (Trai) recommendation for full mobile number portability (MNP) on Wednesday paving the way for one-nation-one-number by March 31 next year.
Subscribers will be able to change their service providers but retain their numbers even if they relocate to another telecom circle. Currently, subscribers can retain their numbers only within a particular telecom circle in what is called limited MNP-for example, a subscriber in Delhi NCR can subscribe to another operator only within Delhi NCR. As per latest Trai data, about 13 crore subscribers have requested for MNP as on August 31.
Trai had recommended more than a year ago that it should be mandatory for telcos to implement full number portability within six months.
Accepting Trai's recommendations on full MNP, the Commission has also asked Department of Telecommunications (DoT) to implement full number portability by March 31, 2015.
The Commission had approved full MNP in June but referred the matter to Trai for information and clarification related to entry fees.
Trai's mandate for full MNP in September 2013 was rejected by DoT over issues related to entry fees and whether the task of MNP rollout should be given to the existing two companies or fresh bid should be invited.
Subsequently, Trai recommended that the two companies, Syniverse Technologies and MNP Interconnection Telecom, which currently extend MNP services within telcom circles, should also be given the mandate to extend full MNP. The sectoral regulator had also recommended that there should be no change or hike in entry fees, performance bank guarantee (PBG) and financial bank guarantee (FBG) for the two MNP providers.
The sectoral regulator had further said that the two number portability service providers must not be charged more for full MNP and charges related to entry fees, FBG and PBG must be as per the existing licensing conditions. The two service providers were given MNP licence in 2009 while it was introduced in January 2011.
