Polish prosecutors alleged on Wednesday that a local executive with U.S. firm Hewlett-Packard Co. paid bribes worth over $500,000 in exchange for help winning contracts to supply computer equipment to the Polish police headquarters.
Poland's Interior Minister Bartlomiej Sienkiewicz said HP would make an announcement later on Wednesday acknowledging its Polish unit had been involved in "corrupt activities". A spokeswoman for HP declined to comment.
Polish officials said dozens of people had been charged as part of an industry-wide investigation of corruption dating from 2007 to 2009, among them representatives of major information technology (IT) companies, government officials and former police officers.
The minister said Poland had cooperated on the investigation with the U.S. Federal Bureau of Investigation (FBI) and the Securities and Exchange Commission (SEC).
The U.S. Foreign Corrupt Practices Act makes it illegal for U.S. companies to pay bribes to officials with foreign governments to win business. Firms found to have violated the act have in the past been ordered to pay multi-million-dollar settlements.
Polish prosecutors said their case centred around a former government official who was initially in charge of IT with the national police headquarters, and later became head of the IT Projects Center, a state agency at the Polish Interior Ministry.
Zbigniew Jaskolski, a spokesman for the Appellate Prosecutors' office in Warsaw, which handles major cases, said the official gave favourable treatment for firms, including HP, which were bidding for IT contracts with the police headquarters that were worth a total of $39.71 million.
In exchange, the executive in HP's Poland unit, who is no longer with the company, gave the official a payment of $529,500 as well as computer, audio and video equipment worth $36,400, Jaskolski said.
The Appellate Prosecutors' office named the former government official as Andrzej M., and the former HP executive as Tomasz Z., without giving their full last names in accordance with the Polish law.
The former HP executive also promised the same official a bribe worth $827,400 in exchange for including in the tender documents provisions which favoured bidders designated by the executive, Jaskolski said.
Both the former executive and the former official have been charged with offences which carry prison sentences of between two and 12 years, he said.
"Breakthrough"
Reuters was not immediately able to reach either of the two, or their legal representatives. Reuters sent a message via social media to someone with the same name as the IT Projects Center's ex-official, but there was no immediate response.
Sienkiewicz, the Polish Interior Minister, said the investigation showed there would be consequences if companies operating in Poland, eastern Europe's biggest economy, did not respect the law.
"It's a breakthrough moment in Poland when a great international company acknowledges its corrupt activities in Poland," Sienkiewicz told Polish public radio.
In Warsaw, a spokesman for the Central Anti-Corruption bureau, Jacek Dobrzynski, said the bureau had launched an investigation of major IT companies in Poland in 2011. He said close to 70 charges had been brought against 41 people.
The prosecution spokesman, Jaskolski, said the investigation was still in progress and that prosecutors had not yet applied to a court to begin prosecutions in the case.
He said the former HP executive and the former government official had been detained early in the investigation, but had since been released on a bond.
The alleged corruption took place between the beginning of 2007 and the end of 2009, Jaskolski said

Microsoft Corp has partnered Lenovo Group Ltd and Tencent Holdings Ltd to provide software security services for Windows XP users in China, after the U.S. tech firm stopped updating the operating system.
Microsoft wants users to move to later, more secure versions of Windows and so stopped servicing the 13-year-old XP this week, potentially leaving users vulnerable to viruses and hacking.
XP has 200 million users in China, or 70 percent of the market, according to Zhongguancun Online, cited by state news agency Xinhua. Upgrading could be expensive as computers running XP might not be powerful enough for newer versions of Windows.
To continue support for XP users, Microsoft has partnered Lenovo, Tencent and several other Chinese computing companies to offer services such as information protection, post-virus repairs and upgrades to the newer Windows 7 or 8.
"For domestic users who continue to use Windows XP before upgrading to a new operating system, we have made it a priority to provide safety protections," Microsoft said in an email to Reuters.
Tencent, in a statement to Reuters, said it will provide permanent XP support free of charge, and that it has set up two 24-hour hotlines. Lenovo declined to comment.
Among other partners, Qihoo 360 Technology Co will offer security support and, for 299 yuan, help users transition to newer versions.
"Qihoo 360 will continue to provide Windows XP support to Chinese users as long as there are still XP users in China," Alex Xu, Qihoo 360 co-chief financial officer, told Reuters.
Encouraging users to upgrade could also reduce the number of computers running pirated Windows XP software. Former CEO Steve Ballmer reportedly told employees in 2011 that, because of piracy, Microsoft earned less revenue in China than in the Netherlands even though Chinese computer sales matched those of the U.S.
But the cost of upgrading has irked some users. Added to any transition fee is the cost of the software - at least 888 yuan for Windows 8 - plus the cost of any hardware upgrade.
"Many of my clients only use their computers for email," said a computer shop owner who identified himself by the surname Niu. "There is no use for them to buy a new computer."

The alleged BlackBerry Kopi smartphone was said to have been spotted on several occasions since last year, and now the 'Classic' smartphone with QWERTY keypad has appeared again in a new set of images that compares it to the BlackBerry Q5.
We first heard about the Kopi in September last year, when it was shown in an alleged leaked image. Soon after, there were reports that BlackBerry has cancelled the plans of its release and we instead got the BlackBerry Q5.
According to Berryflow, the site that has posted the most recent alleged images of the BlackBerry Kopi, suggest that there are very subtle changes from the BlackBerry Q5 which make the BlackBerry Kopi an entry-level device.
The site claims to have received the new alleged BlackBerry Kopi images from a seller in Vietnam. It has more removable parts and is a mix of design elements from the BlackBerry Z10 and Q5. The website doesn't mention anything about the specifications, release date, or pricing.
While we still need to discover more about the BlackBerry Kopi, there is one other entry-level device from BlackBerry that is scheduled to debut in Indonesia in April - the BlackBerry Z3.
On Monday we saw an image posted by an Indonesian publication which showed the BlackBerry Z3 pictured alongside the Z10 and Z30. The leaked image suggested that the Z3 will feature slim bezels and might come with a 5-inch display, much like company's first phablet, the BlackBerry Z30.
Further, considering that the BlackBerry Z3 will be priced below $200, the display resolution is expected to be qHD (540x960 pixels). As of now, there is no word on other specifications of the BlackBerry Z3.
Notably, the Z3 smartphone has been built under a partnership deal with FIH Mobile Ltd - the Hong Kong-listed unit of Taiwanese electronics giant, Foxconn.

While there are quite a lot of selling points with which HTC can market its new flagship One (M8), there is now one more achievement which the company can add - the lowest display latency.
According to tests performed by Lesnumeriques.fr, the HTC One (M8)'s average touch response time has been measured as 46 milliseconds. This, according to the Lesnumeriques, makes the One (M8) the fastest tested mass-market smartphone so far. Usually display latency (average touch response time) is measured in milliseconds, and usually ranges between 80ms and 250ms in most modern smartphones. Notably, the display latency is usually larger in tablets.
According to Android Authority, the HTC One (M8) is nearly 40 percent faster than the iPhone 5s, which reportedly has an average touch response time of 75 milliseconds. Before the HTC One (M8) hit the test beds, the fastest touch response time on a smartphone was 63ms on the Samsung Galaxy Note 3.
The report adds that when the similar test was conducted on a range to tablets, the Kindle Fire HD (2013) and the Nexus 7 (2013) scored 114ms to 135ms respectively. The Microsoft Surface RT scored slightly better, at 92ms.
Notably, the all-new HTC One (M8) comes with a 5-inch full-HD display and will be available in 16GB and 32GB storage options, with support for expandable storage via microSD card of up to 128GB capacity.

Facebook has hit more than 100 million users in India, making it only the second country after the United States to achieve the milestone, the social network company has said.
The mobile phone market was driving growth in India along with better Internet coverage across the country of 1.2 billion people, said Kevin D'Souza, Facebook India's head of growth and mobile partnerships.
"Today, we have more than 100 million people who access Facebook actively in India each month," D'Souza was quoted in local media on Wednesday as saying.
"Now, we look forward to one billion in India that's a different focus and challenge," Javier Olivan, who looks after global growth in Facebook, told the Economic Times newspaper.
India is expected later this year to overtake the United States as the country with the most Facebook users, with the figure forecast to pass 150 million, analysts have said.
Facebook, with more than 1.23 billion users globally, is turning to emerging markets including those in Asia to drive expansion after growth in the West tapers off.
It leads social network services in all but six countries notably Russia, where local rivals are preferred, and China, where it has been largely banned since 2009.
Facebook announced in February a takeover of free mobile messaging service WhatsApp for $19 billion in a deal that marries its social network users with Whatsapp's 450 million users.
Facebook has seen a meteoric rise in India since setting up its first office in the southern city of Hyderabad four years ago, when the country had about eight million users.
India has 164.81 million Internet subscribers, with more than half logging in from their mobile phones, the telecoms regulator said last year.

Celkon has launched a new affordable smartphone, the Campus A125, at Rs. 6,299. The latest smartphone from Celkon joins the company's Campus line-up of Android smartphone which already include Campus A10Campus A15Campus A20 and Campus A63.
The Celkon Campus A125 smartphone runs Android 4.2.2 Jelly Bean, and offers dual-SIM (GSM-GSM) support. The budget Android smartphone features a 4.5-inch IPS display with a qHD (540x960 pixels) resolution. A 1.3GHz dual-core processor powers the Campus A125, coupled with 512MB of RAM.
The smartphone features a 5-megapixel autofocus rear camera with LED flash, while there is a 1.3 megapixel front-facing camera also onboard. The Celkon Campus A125 handset comes with a 4GB inbuilt storage, and can be expanded up to 32GB via microSD card.
The Campus A125 supports 3G alongside Wi-Fi, Bluetooth, Micro-USB and GPS connectivity options. It is powered by a 2000mAh battery, and is available in two colour variants - Black and White.
BlackBerry had announced that its cross-platform messaging app, BBM, would now come preinstalled on Android smartphones from domestic brand, Celkon in November 2013. Unfortunately, the company does not detail anything about the BBM app being preinstalled on the Celkon Campus A125 smartphone.
Earlier, Celkon launched its Android 4.2 Jelly Bean-based smartphone, the S1 at Rs. 14,999 in January.
The Celkon S1 smartphone offers dual-SIM (GSM-GSM) support, and features a 5-inch OGS IPS display with a 1080x1920 (FWVGA) pixels resolution. A quad-core processor powers the device, clocked at 1.5GHz (unspecified chipset), along with 1GB of RAM.
The smartphone features a 13-megapixel rear camera with dual LED flash, while there is an 8-megapixel front-facing camera. The Celkon S1 smartphone comes with 16GB inbuilt storage, while there is no word on expandable storage.

Nokia, extending its budget offering, has launched the Nokia 225 and Nokia 225 Dual SIM phones.
The Finnish giant has announced that the Nokia 225 and Nokia 225 Dual SIM will both be priced at EUR 39 (roughly Rs. 3,200) and will be available in select markets by Q2 2014.
Notably, the Nokia 225 Dual SIM has already been listed on the company's India site with no pricing and availability details.
The Nokia 225 and Nokia 225 Dual SIM come with identical specifications, except that the latter supports dual-SIM functionality.

The Nokia 225 features a 2.8-inch LCD Transmissive display which offers a QVGA (240x320) resolution and a pixel density of 142ppi. It runs Nokia OS Series 30+ and sports a 2-megapixel rear camera. Connectivity options include Bluetooth, GPRS and Micro-USB. It supports expandable storage up to 32GB with the help of microSD card.
The Nokia 225 packs a 1200mAh battery which is rated to deliver up to 21 hours of talk time, and up to 648 hours of standby time. It comes with dimensions of 124x55.5x10.4mm and weighs 100.6 grams.
The Nokia 225's features include a digital clock, recorder, calculator, clock, calendar, converter, alarm clock, reminders, phonebook, alarm clock with ringtones, and flashlight. It also features the company'sNokia Xpress Browser, which now includes Bing search inbuilt.
On Monday, Nokia started rolling out a new software update for its Asha touchscreen phones, bringing new functionality and improvements.
In March, soon after launching the Nokia 220 Dual SIM budget phone, the company unveiled the Asha 230 Dual SIM at Rs. 3,449.

Lava's new budget smartphone, the Iris 406Q, is now up for pre-order at an e-commerce website for Rs. 6,999. The Lava Iris 406Q is notably also listed on company's site; though without pricing and availability details. The online retailer notes that the estimated release of the Iris 406Q is the third week of April.
The Iris 406Q runs Android 4.3 Jelly Bean out-of-the-box and online retailer's listing claims that the device is upgradeable to Android 4.4 KitKat. It offers dual-SIM (GSM+GSM) support with dual standby. It features a 4-inch display with WVGA (480x800 pixels) resolution.
A quad-core CPU (unspecified chipset) powers the smartphone, clocked at 1.2GHz, coupled with 1GB of RAM. The Iris 406Q sports a 5-megapixel rear camera with LED flash, while there is a 0.3-megapixel front-facing camera also onboard.
The Iris 406Q comes with 4GB of inbuilt storage, and can be expanded up to 32GB via microSD card. It supports Bluetooth, Wi-Fi, GPS/ A-GPS, GPRS/ EDGE and 3G connectivity options. The Iris 406Q is backed by a 1700mAh battery and measures 124x64x10.3mm.
Earlier on Tuesday, Lava introduced the Iris 450 Colour, its new mid-range smartphone. The domestic handset maker touted the Iris 450 Colour's swappable back panels.
The Iris 450 Colour runs Android 4.2 Jelly Bean out-of-the-box and supports dual-SIM (GSM+GSM) functionality with dual standby support. The Iris 450 Colour is powered by a 1.3GHz dual-core processor coupled with 512MB of RAM. It features a 4.5-inch IPS display with a FWVGA (480x854 pixels) resolution.
In April, Lava also expanded its Iris Pro series by launching the Iris Pro 20 smartphone at Rs. 13,999. Notably, the Iris Pro 20 joins the Iris Pro 30, which was launched in January.

India is likely losing Rs 53,000 crore from its economy as companies are unable to hire people with right talent for the job and are incurring high recruitment costs, says a study.
Done jointly by professional networking site LinkedIn and consultancy PwC, the study said: “If India was better at matching talent with the right opportunities, this could unlock as much as Rs 508 billion (Rs 50,800 crore) in increased productivity.”
This is resulting in lost opportunity to generate Rs 508 billion in additional productivity, it added.
The study further said: “Longer time taken to find the right candidates combined with the increased likelihood of mismatched talent leaving jobs sooner are costing Indian companies Rs 22.3 billion (Rs 2,230 crore) in avoidable recruitment cost…”
Together these costs are resulting in India “likely losing approximately Rs 530.31 billion from its economy”, it noted.
The study which is based on analysis of 11 countries, has placed India at the bottom two with a score of 34, just above China (with a score of 23), in terms of talent adaptability.
Netherland emerged at the top on this parameter followed United Kingdom (2nd), Canada (3rd), Singapore (4th), United States (5th), Australia (6th), France (7th), Germany (8th) and Brazil (9th).
“Emerging markets such as India and China have lower scores because they have fewer mature sectors and their geographic size limits talent mobility,” the study said.
PwC India leader People and Change Consulting Padmaja Alaganandan said: “Factors such as low sector diversity, sub-optimal investment in personal skill building, policy hurdles and development rates have held down India’s actual talent adaptability threshold.
“The loss, quantified for the first time underlines the importance we should be placing on driving flexibility, skills training and ensuring a more thoughtful approach to hiring.”
As per LinkedIn India’s Director, Talent Solutions, Irfan Abdulla “raising the level of talent adaptability in a market will go a long towards enabling economic success for everyone, from job-seekers to recruiters and the economy”.
The analysis is based on interactions from LinkedIn’s network of 277 million professionals, including 24 million in India.

If one analyses net income after considering the inflation rate in the past two years, salary hike is actually between 2-3 per cent
According to TimesJobs.com RecruiteX, overall, single-digit increments are expected in 2014; however, high performers can look forward to increments in the range of 15-20 per cent.
R P Yadav, chairman and managing director, Genius Consultants Ltd, explained that employees can be classified as high performers, average performers and poor performers. People who are in the bracket of average performers have been getting single digit increments and for the bracket of high performers the increment will be between 12-16 per cent. If one analyses net income after considering the inflation rate in the past two years, it is actually between 2-3 per cent.
“Unless there is revival of the economy, which is actually not expected in the year 2014-15, due to election and election results, I personally feel that the increment in the net salary will be low and increment in appraisal will be in single digit, between 8-9.5 per cent,” he said.
Income Vs Inflation
Andleeb Jain, group head-HR, Isolux Corsán, added that average hikes this year are expected to be in the late single digits or at best 10 per cent. This translates to a negative real hike, or, no real hike keeping the inflation in view. “But if we plot the hike versus profitability growth of the sector or companies, I personally feel it’s still an acceptable scenario for the employee,” he added.
A leading salary budget survey ranks India as first with the highest projected salary hike of 10.9 per cent in 2014. It is estimated that in 2014 there will be a salary increase of 0.4 per cent over 2013. But, this doesn’t really mean that the workforce in India is better off than its global counterparts. The high inflation rate has to be blamed for this.
 ‘Star’ Sectors
While average overall salary hikes will be in single digits, there are sectors that are offering competitive pay packages. TimesJobs.com RecruiteX indicates that Consumer Durables/FMCG and Healthcare/Pharmaceutical are the best pay masters for junior and middle level employees. At senior level, BFSI and Automobile sector emerged as the highest paying sectors. Petrochemicals/Oil & Gas sector is the best paying sector across all three levels.
1)     Overall, Petrochemicals/Oil & Gas sector is the best paying sector, the average salary offered is in the range of:
  • Junior level: Rs 13-14 lakhs/annum
  • Middle level: Rs 36-44 lakhs/annum
  • Top level: Rs 94-124 lakhs/annum
2)     Healthcare/Pharmaceuticals sector offers:
  • Junior level: Rs 8-14 lakhs/annum
  • Middle level: Rs 15-45 lakhs/annum
  • Top level: Rs 45 lakhs/annum onwards
3)     Consumer Durables/FMCG industry offers:
  • Junior level: Rs 9-11 lakhs/annum
  • Middle level: Rs 20-25 lakhs/annum
  • Top level: Rs 45-65 lakhs/annum
4)     BFSI industry also offers good salary package to senior level employees (Rs 35-58 lakhs/annum)
