Telecom regulator TRAI Friday said inactive mobile connections of pre-paid customers cannot be deactivated if they have a minimum balance of Rs. 20 in their account and the time period for considering 'inactive' has been set at 90 days.Announcing an amendment to a regulation for protecting consumers, Telecom Regulatory Authority of India (TRAI) said "There shall be no deactivation if the balance in pre-paid consumer account is Rs. 20 or more."
"The mobile connections of prepaid consumers shall not be deactivated for any period of non-usage less than 90 days," TRAI said.
As per amended regulations, telecom operator will have to provide facility to pre-paid to reactivate numbers by paying reasonable amount.
"A consumer whose connection is deactivated shall be given a grace period of 15 days within which he can reactivate the same number," TRAI added.

Question: What two killer hardware features are missing on MacBooks? My answer: a touch screen and 4G.
What a coincidence. Just what Google is offering on the Chromebook Pixel. And in a package that comes close to matching the MacBook's aesthetics. (I'm focusing strictly on the hardware for the moment.)
Google is saying, at least in the case of touch, hey Apple, you don't get it.
Not everyone may agree with that. Take the laptop flat-earthers. They will say touch is stupid (or "pointless" as one columnist said) on a laptop. Yeah right, just like the mouse was a stupid idea.

The point is, Google knows (they're not stupid) that touch is important on a laptop. As does Microsoft (Windows 8 and Surface). That leaves Apple in Luddite land.Then there's Apple's your-arm-wants-to-fall-off on vertical touch surfaces excuse. That will eventually give way to a touch-screen MacBook of some sort. You heard it here first.
4G: And some might say that a Chromebook needs 4G more than a MacBook because the Chromebook is so immersed in the cloud. Hmm, my MacBook spends lots of time in the cloud too. And the last time I used it on the road, I was constantly hauling out my Verizon MiFi or running down my iPhone's battery with the Personal Hotspot. Come on, LTE belongs in a laptop.
And the operating system? I believe that cool hardware is the first step in luring consumers to a new operating environment.
While Chrome OS is still a work in progress (and lacks key features that many users need), with the success of Android, I do think it's possible that an improved Chrome OS combined with a second-generation Chromebook Pixel could reel in more consumers.
Google certainly has my attention.

Google originally targeted 2014 for a consumer release when it revealed Project Glass last year, but the time frame has seemingly sped up in recent months, what with developer hackathons in San Francisco and New York and this week's announcement that people looking to put Glass to creative use could go through an application process to preorder the augmented reality specs for $1,500.The company also launched a new site promoting Glass that featured the below video of the new wearable tech in action.
The advancement of Google Glass also seems to coincide with recent rumors that the company is planning to open retail stores, presumably where consumers could get more familiar with products like Glass, and comfortable with the idea of wearing the funky rims on their face.
it has also been able to confirm that Glass will be able to connect via Bluetooth to bothAndroid phones and the iPhone. Glass can pull down data from wifi or use the 3G or 4G feed from a connected phone, but it won't have its own cellular radio.
The Verge's Joshua Topolsky tried out Google Glass at the company's New York headquarters recently and reports that what is shown in the below promotional video is "nearly identical" to the actual user experience. In his review, he notes that the voice control on Glass isn't yet perfect and that slow data connections can quickly render the device useless.
Google says they plan to issue monthly updates to early users to refine the experience in the beginning.

Google said its Chromebook Pixel computers blending tablet and laptop technology, boasting heavyweight Intel chips and screens tailored for rich graphics, were released in the United States and Britain, starting at $1,299. "People will give up a MacBook Air for this," Google Chrome senior vice president Sundar Pichai said. 

A Pixel model featuring built-in connectivity to the Verizon mobile Internet service will hit the US market in April at a price of $1,449. 

The newly unveiled version can connect online with wireless hot-spot technology or cables. 

"It's a great looking product," Om Malik of technology news website GigaOM said at the Pixel debut in San Francisco. 

"But Google is facing a selling problem, they have to compete on price originally and build a developer base for a high-end product." 

Google is hoping enthusiasts will forego price comparisons with competitors such as MacBooks or laptops built on Windows 8 software and focus instead on the Pixel's touchscreen feature and the massive terabyte of Google Drive online data storage included. 

"It seems like a pretty hard sell," said Forrester analyst James McQuivey. "I hope they are not planning tomake a lot of money off it." 

While the Pixel seems aimed at the MacBook market, it also faces fierce competition from touchscreen laptops based on Windows 8 software. 

"It seems like more of a symbolic product release with Google trying to make a point that it is no longer just a low-end provider of devices," McQuivey said. 

Analyst Rob Enderle of Enderle Group branded the Pixel move "a train wreck," arguing that notebook computers above $600 have historically not sold well and that Apple even sells a slick MacBook Air model for $999. The booming popularity of tablet computers is also eroding the overall market for laptops. 

"It just boggles the mind," Enderle said. "I have no clue what the hell Google was thinking." 

The announcement adds a new dimension to the rivalry between the two tech giants, locked in a fierce battle over smartphones and tablets. 

"This is for power users we expect to live completely in the cloud," Pichai said. "The Pixel is about pushing the state of the art." 

Google custom built Pixel and is producing it with the help of electronics manufacturers in Taiwan. 

"It is clear that touch is here to stay and that it is the future," Pichai said. 

He described the Pixel screen resolution as superior to that on any laptop shipped today. 

Within three months, Google will release Quickoffice software for handling documents and spreadsheets after complaints by Chrome notebook users over difficulties when trying to work with Microsoft's widely used Word or Excel software, according to Pichai.

Nearly 16,700 posts lying vacant in Income Tax dept: Government


The Income Tax department has as many as 16,696 posts lying vacant but they are manned by existing employees by holding additional charge so that work is not affected, Parliament was informed today. 

Vacancies arise on account of retirement/VRS, promotion, deputation and officers proceeding on leave, among others. Group C category has 15,002 vacancies, followed by 1,137 in Group A and 557 in Group 8. 

"These vacancies are filled up on a regular basis by promotion and prescribed procedure which is a time consuming process. In the meantime, vacancies are manned by the existing incumbents by holding additional charge so that work is not affected," Minister of State for Finance S S Palanimanickam said in a written reply to the Lok Sabha. 

He said action has been initiated for holding Departmental Promotion Committee for promotion to the grade of Chief Commissioner of Income Tax for the next panel year. 

"As regard holding of Department Promotion Committee for promotion to the grade of Joint Commissioner of Income Tax and Assistant Commissioner of Income Tax, the matter is subjudice," he said.

Chaudhuri on IIPM and J&K Police on Afzal Guru approached courts seeking take down of online material

An investigation by The Hindu into the recent blocking of online content related to Arindam Chaudhuri’s IIPM and the hanging of Afzal Guru shows that on February 14 and 15, the Department of Telecom, on orders from various courts, issued as many as three different lists to Internet service providers (ISPs) and telecom service providers (TSPs), asking them to block access to URLs, Facebook pages and YouTube videos. On these two days alone, the number of blockings and takedown items totalled 164. (See chart)

The first list on February 14 included 55 Facebook pages almost entirely linked to Afzal Guru. The second list was divided into two parts: The first part ‘A’ included 72 https, of which the first item related to content on the UGC website: http://www.ugc.ac.in/pdfn/3604913_English.pdf. The remaining 71 included news items, blog spots, critiques and articles on Faking News, Rediff, First Post, OutlookThe CaravanIndian ExpressThe Times of IndiaThe Economic Times, and others, mostly related to IIPM. Additionally, 5 URLs in the second part were linked to courts and justice-related information, including two related to the Bombay High Court. On February 15, the DoT issued the third list containing 30 Facebook pages, again almost entirely linked to Afzal Guru and two connected links on YouTube.

Courts order takedowns

Senior officials in the government told The Hindu that the blockings were ordered by courts — which the DoT and CERT-IN were obliged to implement. While it is well known that Arindam Chaudhuri went to court to challenge what he believed was “defamatory content” against IIPM, the second set of blockings was based on a court order procured by the J&K police. A deeper analysis reveals that the ordering of such wide-ranging blocking was a tad hurried — without notice being served on either the DoT/DIT or the parties concerned who could have opposed it. The legal procedure requires that once a court order is served, the DoT and CERT-IN will have to implement it unless it is appealed and stayed.

For example, the blockings related to court and justice-related information were all for illegal domains posturing as the Bombay High Court. The request was made by Mukund Pawar of the Mumbai Crime Branch and served by the Esplanade Court, Mumbai, a senior DoT official told The Hindu.

Furthermore, unless the orders invoke specific sections of the IT Act, which defines the circumstances under which online content can be removed, their very tenability may be in question.

Investigation reveals that blocking of URLs, pages and websites in the past too occurred because courts passed orders in or without the presence of the affected parties. These orders are then posted by lawyers of companies to individual ISPs without informing the DoT or CERT-IN, circumventing established procedures.

The ISPs, who are licensed by the DoT, have made token protest, preferring to let the DoT engage with the Law Ministry to enlighten the courts on the procedure to be followed for blockings, takedowns and blackouts.

The current case shows that there is a serious breakdown in procedural due diligence at the judicial and lawyers’ level before orders are passed — and served — sometimes directly on ISPs.

ISPs lack technology

A review of recent blockings shows that the technological shortcomings of the ISPs are also responsible for the widespread blocking of entire websites rather than specific items, content or pages/paragraphs. Though the DoT and CERT-IN orders specify takedowns of only URLs and not entire websites, most ISPs are unable to comply with them since a majority of them do not possess expensive technical software, enabling targeted blocking of individual items. This results in either no blocking, or blanket blocking at Domain Name Servers (DNS) which block the entire website as against a particular URL or item. The current procedure shows that most ISPs depend on International Internet Bandwidth Providers to block URLs at the gateway level. However, if that fails, the blocking can only be enabled by the ISPs across the entire website.

The item-specific content blocking software is available from companies such as Forty Net or Net Suite but is seemingly priced in the range of Rs. 1.5 crore-2 crore, which a majority of the ISPs find prohibitive.

No established procedure

An analysis of the recent court orders shows a mix of reasons leading to blockings and takedowns — ranging from genuine national security and civil order concerns to those related to copyright, privacy and defamation. Currently courts do not follow a nuanced yet uniform countrywide legal procedure to distinguish among various types of appeals. Unless courts follow a process of blocking specific items, only after hearing the parties, and implement orders through CERT-IN or the DoT, such repeats, as in the Arindham Chaudhuri matter will continue to occur. This is especially true in matters of copyright, privacy and defamation.

Until August last year, the ISPs had received orders to block nearly 400 URLs. In several cases, even High Courts have issued ex-parte orders relating to the blocking of URLs and YouTube items, based on Commercial Interest Petitions, such as pirated movies.

Contrary to popular belief, in the current instance, the DoT and CERT-IN did not order blocking of their own accord. Instead, the government has decided to appeal the court order related to IIPM blockings. Several web experts confirmed to The Hindu that blocking of online items is itself outdated since the same items can be accessed through proxy servers.

Sources believe that there is an urgent need for comprehensive talks among the DoT, the Law Ministry, DIT and industry to streamline procedures for online blocking.

These days, consumers have more choices, more incentives and more reasons to comparison shop for the best deals out there. Apple says Macs at its offices were hacked 




Apple says a small number of Mac computers at its offices were infected by malicious software, in anattack similar to the one Facebook acknowledged last week.

In both cases, computers were infected through software downloaded from a site for software developers. The attacks took advantage of flaws in the Java plug-in for Web browsers.

Neither company said that there was any evidence that the attackers gleaned any data from their attacks.

The Java vulnerability is well known, and Apple has taken measures to disable the plug-in on all Macs. It says it would release an update malware removal tool to remove infections.

In January, the US Department of Homeland Security recommended disabling Java in Web browsers to avoid hacking attacks.
