Lack of IT skills hurting unemployed in Europe
Lack of IT skills represents one of the thorniest problems facing Ireland and many other European countries.

DUBLIN: Week after week, newspapers issue a stream of hopeful headlines: Microsoft, PayPal, Fujitsu and scores of other companies are expanding their investments in Ireland, creating thousands of jobs as unemployment hovers near record highs. 

There is just one hitch: Not enough people are qualified to fill all the jobs. In some cases, the companies have had to look outside Ireland to recruit candidates with the right skills. 

After a five-year economic crisis, the mismatch represents one of the thorniest problems facing Ireland and many other European countries. Hundreds of thousands of people who lost work, and many young people entering the work force, are finding that their skills are ill suited to a huge crop of innovation-based jobs springing up across the Continent. 

"In all countries, there is an expectation that many of the new jobs created will be in the knowledge-intensive economy," said Glenda Quintini, a senior labor economist at the Organization for Economic Cooperation and Development. "But we are seeing a worrisome skills mismatch that means a large number of unemployed people are not well prepared for the pool of jobs opening up." 

Employers have long complained that graduates do not have the skills they need. But in a recent report, the International Labor Organization warned that "skills mismatches and occupational shifts have worsened" in Europe in the wake of the crisis. People laid off in hard-hit sectors, from construction to finance, face lengthy retraining, while too few graduates entering the job market have chosen engineering, science or technology degrees for the growing innovation-based jobs market. 

The gap in Europe has important consequences for the recovery as the euro zone grapples with unemployment rates stuck stubbornly above 12%: It may hold back a return to meaningful growth and generate "significant economic and social costs," according to the European Commission, the policy-making arm of the European Union. 

The International Labor Organization went further, warning that the gap might contribute to extended spells of unemployment and might reduce the effectiveness of policy interventions to stimulate growth. In the United States, the phenomenon has also helped contribute to a rise in long-term joblessness, the organization said. 

Around two million job vacancies around the European Union are languishing unfilled, about the same number as in 2010, in sectors ranging from hotel work to computer programming, according to Eurostat, the statistics office of the European Union. 

A study released in November by Eurofound, the research arm of the European Union, showed that despite the recession, almost 40% of companies reported difficulty in finding workers with the right skills, compared with 37% in 2008 and 35% in 2005. 

The problem is especially striking for innovation-based companies, which are generating jobs at a rapid clip as technology spreads through every sector of the economy. By 2015, about 900,000 information and communications technology vacancies may go unfilled in the European Union, the European Commission warned in a recent report on the digital economy. The gap "is of major concern to European competitiveness" and to the economy as a whole, the commission said. 

Governments and companies around Europe are fast-tracking efforts to retrain the unemployed for a burst of technology-related jobs. They are also stepping up campaigns to lure university students to mathematics, engineering and science in place of popular courses in the humanities and social sciences. 

In Ireland, the government introduced a series of retraining and higher-education programs and sought to polish the allure of mathematics degrees as alarm bells sounded over the issue a couple of years ago. At the time, unemployment was around 14 percent after an economic collapse that destroyed jobs in the construction sector, which had employed around a quarter of the young men in the country. 

Multinational technology and social media companies kept investing, lured by Ireland's ultralow 12.5% corporate tax rate and an English-speaking workforce. But many have been forced to look outside the country for employees with the right skills, despite more than 391,500 being out of work and a jobless rate of around 12.5%. 

The issue peaked last summer, when PayPal's chief executive in Ireland, Louise Phelan, stoked controversy by acknowledging that the company had recruited from 19 other countries for 500 positions in its operations center in Dundalk because of a lack of foreign-language skills among Irish nationals. This summer, Fujitsu, which employs 800 people in Ireland, revealed that it had had to hire most of its PhD-level experts from abroad. 

All told, around half of information technology jobs in Dublin were being filled with foreign workers, while around 4,500 information technology jobs in the country were going unfilled because of a limited supply of suitably skilled applicants, various studies have shown. Paul Sweetman, the director of ICT Ireland, a business lobby group, said that part of Ireland's strategy was to enhance its attractiveness as an investment and work destination by luring bright minds from around the world to the technology sector. 

The skills shortage prevented Ireland-based companies from "effectively executing their business strategies," which created a risk of lower productivity and slower growth, according to a recent report by the consulting company Accenture. 

Part of the problem for all countries, not only Ireland, was that technology-related university training lost appeal after the dot-com bust in the early 2000s, said Regina Moran, the executive director of Fujitsu in Ireland. In Ireland, people flocked to construction or tourism work, which blossomed in the middle of the decade. 

Ian Sharpe was one of them. He spent nearly 15 years working in the hotel industry until Ireland's banking crisis strangled the Celtic Tiger and left him jobless in 2010. He languished on benefits as he tried fruitlessly to find new work. 

But last year he latched on to back-to-work programs that the government had introduced with businesses. 

Recently, 182 candidates — most of them unemployed, with backgrounds in fields including farming, construction and even astrophysics — went through retraining. One company, VMware, hired 82 people, and other companies hired nearly everyone else — including Mr. Sharpe. 

On a recent weekday, he was huddled with a team of technicians in the Cork-based offices of VCE, a joint venture between VMware, Cisco, EMC and Intel that provides cloud and virtualization software and services. 

After six months as an intern, he was hired full time to help manage a data center, with an annual salary of around 30,000 euros, or about $40,000 — about what he was making as a hotel manager. 

The initiatives are not without flaws. For example, as part of the JobBridge internship programme, people continue to collect unemployment and receive a modest 50 euros stipend per week. For many, that barely covers transportation and food. Stories have littered the Irish press of abuses by companies in the programme, such as giving interns either menial tasks or fully fledged professional work with no pay, and with no job ultimately materializing. 

Such talk was so widespread that Sharpe said that people had urged him not to enter the programme. But he wanted to avoid the fate of a number of his friends who had fallen into a rut, where the longer they were unemployed, the less likely they were to get back into the job market. 

"I know people who had to get medication for being depressed, because they don't see anything coming," he said. 

He now has an air of hope. "I've gone from someone who had never been professionally involved in IT to getting an engineering position just nine months later," Sharpe said. 

"You can see where you're going," he added. "Finally, there's something to aim for.

Country's largest software services firm Tata Consultancy Services (TCS) today said it will set up the world's largest corporate learning and development centre in Thiruvananthapuram with a total capacity to train 50,000 professionals every year.

Prime Minister Manmohan Singh laid the foundation stone for the facility.

The learning facility will be built over area of 6.1 million square feet and will have the capacity to train 15,000 professionals at one time and 50,000 professionals annually, TCS said in a statement.

Located on a 97-acre property in the Technopark area of the city, the campus will also have residential accommodation for professionals and faculty at the centre, it added.

"TCS has been present in Thiruvananthapuram since 1997 and since then it has been the hub of our global learning and development efforts," TCS chief executive officer and managing director N Chandrasekaran said.

The TCS Learning Campus will be the new benchmark for corporate learning worldwide and this iconic facility will produce world class professionals to meet the future needs of the IT industry, he added.

The project will provide direct employment to over 2,000 skilled and unskilled local people for a period of 4 years.

An integral part of the project will be the skill development programmes run by TCS to upgrade the skills of local youth and facilitate opportunities to work in the construction project, through contractors.

TCS employs over 2,85,000 professionals worldwide and plans to hire 50,000 professionals in 2013-14. It spends over 15 million hours on learning and development programmes for its employees every year.

Over the last 5 years till date, the company has trained over 1.43 lakh IT professionals in India and abroad

WASHINGTON: Chipmaker giant Intel is reportedly planning to launch a new brand of computer that runs both Windows and Androidusing virtualization techniques. 

Intel's new idea, internally known as "Dual OS," would see Android running inside of Windows, so that both the apps could run side by side without rebooting the machine, the Verge reports. 

Intel might introduce its new PC in the Consumer Electronics Show in Las Vegas next week, the report added. 

Earlier, Samsung announced the Ativ Q, a Windows 8 hybrid laptop that could launch a full-screen virtualized instance of Android by tapping an app on the homescreen, and coincidentally it was also known as Dual OS.

The latest report on iPhone 6 says that the model will come in two screen sizes – 4.7-inch and 5.7-inch.

NEW DELHI: iPhone is once again in the rumour mill, with speculation mostly centred around the upcoming model's screen size. 

The latest report on iPhone 6 comes courtesy Chinese microblogging platform Weibo, where a user called C Technology has posted that the model will come in two screen sizes - 4.7-inch and 5.7-inch. Citing Foxconn executives, the post says that the two models will feature eye scanning biometric technology, along with the Touch ID fingerprint scanner. 

The report also says that the screen size of the upcoming iPhone phablet may vary. The Wall Street Journal has earlier reported that Apple is experimenting with an iPhone with 6-inch display. 

An earlier report by Chinese technology website Digitimes also says that the next iPhone will have a 4.7-inch screen and may be unveiled as soon as May 2014. This model will be developed using the 20nm processer by Taiwan Semiconductor Manufacturing Company. 

It is expected that the upcoming iPhone 6 will have a 64-bit A8 processor, scratch-resistant sapphire glass body, wireless charging and built-in solar panel. 

Wells Fargo analysts have downgraded the Apple stock from 'Outperform' to 'Market Perform' over concerns about the price of iPhone 6. The investment bank is concerned that the profit margins of iPhone 6 would be lesser than that of current and previous models since the component cost would be higher. After the downgrade, Apple shares fell 1.4%.

Apple is also expected to unveil the iPad Pro tablet with a 12.9-inch high-resolution screen this year, which will be aimed at students and business users and replace the Macbook Air. Other rumoured products in the company's 2014 lineup include a smartwatch and a HDTV
.

Lenovo on Wednesday announced the global availability and pricing of the Vibe Z phablet, which it had first revealed back in November. It is priced at $549 (roughly Rs. 34,300), and will be available from February in Indonesia, Malaysia, Thailand, Saudi Arabia, United Arab Emirates and the Philippines. Further availability details are not known at this point.
The Lenovo Vibe Z is a dual-SIM (GSM+GSM) 4G LTE smartphone that runs on Android 4.3 Jelly Bean out-of-the box. It features a 5.5-inch full-HD (1920x1080) IPS wide angle viewing touchscreen display. The Vibe Z is powered by a 2.2GHz Qualcomm Snapdragon 800 processor, the same processor found on flagship devices such as Samsung Galaxy Note 3 and Sony Xperia Z1. The Vibe Z comes with 2GB of RAM and Adreno 330 GPU.
It sports a 13-megapixel rear camera with f/1.8 aperture and dual-LED flash. The Vibe Z also includes a 5-megapixel front-facing camera. On the storage front it has 16GB of built-in storage that can be expanded up to 32GB via microSD card.
The Lenovo Vibe Z can deliver up to 278 hours of standby time; however the battery has not been detailed by the company. Further, Lenovo has also launched a flip cover for the Vibe Z phablet, similar to the S View Cover for Galaxy Note 3.
"We are proud to collaborate with Lenovo to enable the company's first LTE smartphone," said Raj Talluri, senior vice president of product management, Qualcomm Technologies, Inc.
Recently, Lenovo also launched the Vibe X smartphone for the Indian market at Rs. 25,999. The Vibe X sports a 5-inch 20/ 20 vision full-HD display that has a resolution of 1080x1920 pixels and a pixel density of 440ppi, sitting under a Corning Gorilla Glass 3 screen bevelled at the edges. The phone is powered by a 1.5GHz quad-core MediaTek (MTK 6589T) processor, has 2GB of RAM, and offers 16GB of built-in storage. It runs Android 4.2 Jelly Bean.

Samsung has announced Galaxy Camera 2, successor to the Android-based Galaxy Camera that it announced at IFA last year. Samsung will be showcasing the camera at CES in Las Vegas next week.
Samsung Galaxy Camera 2 comes with a 16.3 effective megapixel 1/2.3-inch BSI CMOS sensor and 21x optical zoom. The Android 4.3-based camera is powered by a 1.6GHz quad-core processor alongside 2GB RAM. The Galaxy Camera 2 comes with 8GB internal storage (2.8GB user accessible), which is expandable by up to 64GB via microSD card. Connectivity options include Wi-Fi, GPS, NFC and Bluetooth.
Interestingly, there's no mention of 3G/ LTE connectivity, so one wonders if Samsung has given up on having a SIM slot, which was present in the original Galaxy Camera. Samsung did launch a cheaper, Wi-Fi only variant of the Galaxy Camera later, so the Galaxy Camera 2 follows on those footsteps. There's no word if Samsung will launch a Galaxy Camera 2 variant with cellular connectivity at a later date.
"Consumers love the Galaxy Camera, and this next-generation version was designed to improve on the successful predecessor, with upgraded and new features that will enhance the photography experience," said Myoung Sup Han, Executive Vice President and Head of the Imaging Business Team at Samsung Electronics. "The result is a more powerful and portable device which continues to embrace the public's passion for the social features of smartphones, yet also provides superior image control and quality."
Samsung is silent on pricing and availability details for the Galaxy Camera 2, but one can expect to find more on the same at CES in Las Vegas next week.

Skype says 'no user information was compromised' in Syrian Electronic Army hack

A day after the Syrian Electronic Army said it had hacked into Skype's social media accounts, the Internet calling service acknowledged on Thursday it had been hit with a "cyber-attack" but said no user information was compromised.

A Tweet posted on Skype's official Twitter feed on Wednesday read: "Don't use Microsoft emails (hotmail, outlook), They are monitoring your accounts and selling the data to the governments. More details soon. #SEA"

Similar messages were posted on Skype's official Facebook pages and on a blog on its website before being taken down later in the afternoon. Skype is owned by Microsoft Corp. 

The Syrian Electronic Army, an amorphous hacking collective that supports Syrian President Bashar al-Assad, later claimed the attack.

The SEA also posted on its Twitter feed the contact information of Steve Ballmer, Microsoft's retiring chief executive, along with the message: "You can thank Microsoft for monitoring your accounts/emails using this details. #SEA"

That message was a reference to revelations last year by former National Security Agency contractor Edward Snowden that Skype, which is owned by Microsoft, was part of the NSA's program to monitor communications through some of the biggest U.S. Internet companies.

"We recently became aware of a targeted cyber attack that led to access to Skype's social media properties, but these credentials were quickly reset," a spokeswoman for Skype said in a statement released on Thursday. "No user information was compromised."

The NSA's practices essentially made Microsoft and other technology companies partners in government surveillance efforts against private citizens. The company last month joined seven other top technology firms in pressing President Barack Obama to rein in the U.S. government's electronic spying.

A U.S. district judge in December ruled the U.S. government's gathering of Americans' phone records was likely unlawful and raised "serious doubts" about the value of the so-called metadata counterterrorism program.

A second federal judge ruled later in the month the program was constitutional, raising the possibility the issue would be settled by the U.S. Supreme Court.

Media companies, including The New York Times and the BBC, have repeatedly been targeted by the Syrian Electronic Army and other hacker activist groups that deface websites and take over Twitter accounts.

Doon-hoon Chang, Samsung’s vice president of design strategy, has cleared the air on the launch date of Galaxy S5.

NEW DELHI: Samsung's Galaxy S5 is the hottest upcoming model in the smartphone, but there is still some confusion about its launch date. While the tech community agrees that the smartphone will be launched in the first quarter of 2014, there is still some confusion about exactly when it will be unveiled. 

Until now. 

Doon-hoon Chang, Samsung's vice president of design strategy, has cleared the air on the launch date of Galaxy S5. At a press event in Seoul, Chang answered several questions about the soon-to-be-announced model. When asked whether the Galaxy S5 will be showcased at Mobile World Expo in February and whether its variants will have metal body and flexible screen, Chang answered with "about right." 

His unofficial confirmation is consistent with several rumours about a February launch for Galaxy S5. The Mobile World Congress industry expo is held in Barcelona every year and is scheduled for February 24-27. 

It is rumoured that the Galaxy S5 will have plastic body, whileSamsung will use the metal body for the upcoming Galaxy Fsmartphone. The Galaxy S5 is said to have a 5.25 -inch screen with 2K resolution and 566ppi pixel density. Other rumoured Galaxy S5 features include 16MP rear camera, eye scanner and diamond coating on the back

A Samsung device with model number SM-G900F device, believed to be Galaxy F (the higher-end variant of S5), has earlier appeared on AnTuTu benchmarks. The device that showed up on the benchmark results is powered by a Qualcomm Snapdragon 800 chip and has 3GB of RAM. The Krait processor part of the chip had been clocked at 2.5GHz. 

The phone was detected as having 1080p display, though it's possible that Samsung locked the resolution to that particular resolution (Galaxy S5 is said to sport a 2K display). The device was running Android 4.4 KitKat and featured a 16MP camera.

The breach occurred after security experts warned the company at least twice about a vulnerability in its system.

NEW YORK: Snapchat says it plans to put out a more secure version of its application following a breach that allowed hackers to collect the usernames and phone numbers of some 4.6 million of its users. 

The disappearing-message service popular with young people said in a blog post that the updated version of its app would allow users to opt out of its "Find Friends" feature, which was apparently at the heart of the breach, and would stem future attempts to abuse its service. 

The breach occurred after security experts warned the company at least twice about a vulnerability in its system. 

Before announcing its plans to update the app, Snapchat had been quiet. Its seemingly detached response caused some security specialists to wonder whether the young company can handle the spotlight that it's been thrust into over the last year as its service has become enormously popular. 

In response to a warning by Gibson Security on December 25 -which followed an earlier alert in August - Snapchat said in a blog post last Friday that it had implemented "various safeguards" over the past year that would make it more difficult to steal large sets of phone numbers. Snapchat hasn't detailed the changes it made. 

As Americans rang in the New Year, hackers reportedly published 4.6 million Snapchat usernames and phone numbers on a website called snapchatdb.info, which has since been suspended. The breach came less than a week after the most recent warning from security experts that an attack could take place. 

The incident bruises the company's image and may threaten its rapid growth. Los Angeles-based Snapchat has no source of revenue, but its rapid rise to an estimated 20 million US adult users prompted Facebook to extend a reported $3 billion buyout last year. Snapchat's 23-year-old CEO Evan Spiegel turned down the overture. The user number estimate is based on census data and data from the Pew Research Center. 

What should users do? Gibson Security, the firm that warned Snapchat of the security vulnerability on Christmas Day, has created a site, - Lookup.gibsonec.org/ - that lets users type in their username to see if their phone number was among those leaked. Of two user accounts that The Associated Press checked, one was found to have been compromised. 

Gibson Security did not publish the last two digits of the phone numbers. 

Gibson says users can delete their Snapchat account if they wish, but "this won't remove your phone number from the already circulating leaked database." Users can also ask their phone company to give them a new phone number. 

"Lastly, ensure that your security settings are up to scratch on your social media profiles. Be careful about what data you give away to sites when you sign up - if you don't think a service requires your phone number, don't give it to them," Gibson said. 

This was Gibson's second warning to Snapchat, following one in August that the security firm said was ignored. 

"Given that it's been around four months since our last Snapchat release, we figured we'd do a refresher on the latest version, and see which of the released exploits had been fixed (full disclosure: none of them)," Gibson wrote on the Gibson Security website. 

The Snapchat breach comes just two weeks after Target was hit with a massive data security breach that affected as many as 40 million debit and credit card holders. 

Gartner security analyst Avivah Litan said phone numbers are not considered "sensitive" personally identifiable information - such as credit card or social security numbers - so they are collected by all sorts of companies to verify a person's identity. 

A phone number is "not as bad as password or magnetic strip information, but it's the piece of the puzzle that criminals need to impersonate identities," she said. 

Christopher Soghoian, principal technologist with the American Civil Liberties Union, agreed. 

"The main problem was that they ignored a responsible report by security researchers," he said, adding that his concern is not with the specific database of information that was released, but that Snapchat has "demonstrated a cavalier attitude about privacy and security." 

Many people use Snapchat because it feels more private than other messaging apps and social networks. Users can send each other photos and videos that disappear within a few seconds after they are viewed. While the recipient can take a screenshot of the message, a big draw of Snapchat is its ephemeral nature. 

"This probably won't be the last problem with Snapchat," Soghoian said. Companies like Microsoftand Google, he added, actively court security researchers and even pay bounties for people to expose flaws in their systems. 

"Snapchat may be too small to pay bounties, but they certainly should be treating researchers with respect and addressing issues as soon as they are told about them," he said. 

In its blog post, Snapchat listed an email address that security experts could use to contact the company "when they discover new ways to abuse our service so that we can respond quickly to address those concerns.

BHUBANESWAR: Cricket lovers of the country may miss out on some matches of the Indian Premier League (IPL) this year as the seventh edition of the league is likely to clash with the 2014 general elections.

The Board of Control for Cricket in India (BCCI) is considering hosting the tournament in two halves — one in India and the other abroad. It is one of the options being discussed in the board at the moment.

"Keeping the security issue in mind during the elections, IPL may be hosted in two parts — one in India and the other in another country. But it's not yet decided which half will be played in the country. The final decision will be taken only after the election dates are announced," aBCCI source told TOI.

The buzz is that the tournament might be shifted to South Africa or Sri Lanka. "We will get to know in another three weeks about which country will host the tournament if some matches are played outside India," he said.

This would be the second instance of the IPL shifting out of India. In 2009, the second edition had to be played in South Africa after the central government refused to provide security during the general elections.

The elections are likely to be held in April-May this year
